Update on Target customer service
The replacement party kit had the EXACT SAME flaw. Target.com fully refunded my money AND let me keep the second kit too. Pretty cool.
Now to find other anniversary party supplies. Any ideas?

I can't believe they didn't get it right both times. Maybe check factory card outlet or something like that?
